For more than 75 years, small electric trains travelled through a network of tunnels carrying letters and parcels rather than passengers. The railway had no drivers, no conventional passenger stations and, for much of its history, was almost entirely invisible to the millions of people walking above it. Known originally as the Post Office (London) Railway, and later as the Mail Rail, it was an extraordinary feat of engineering designed to solve a very particular problem: how to move enormous quantities of post rapidly through one of the busiest cities in the world. Today, part of this remarkable underground railway forms one of the most distinctive attractions at <a href=\"https:\/\/stevenallain.co.uk\/Blog\/museummonday-reviewing-the-postal-museum-and-londons-postal-heritage\/\" data-type=\"post\" data-id=\"6788\" target=\"_blank\" rel=\"noopener\">The Postal Museum<\/a> in London, which I wrote about last week after visiting earlier this year. Visitors can descend beneath the streets, see original platforms and ride through sections of the historic tunnels (see the bottom of this post for a video of my journey on the Mail Rail. During the nineteenth century, the Post Office was already experimenting with underground methods of transporting mail. London&#8217;s rapidly expanding population created enormous demands on the postal system. The development of the Penny Post in 1840 had transformed the accessibility of communication, while industrialisation, urbanisation and the growth of commerce generated ever greater quantities of letters and parcels. At the same time, London&#8217;s streets became increasingly congested. The problem was particularly serious because London&#8217;s postal system depended on moving mail between district sorting offices and the major railway stations from which correspondence was transported around Britain. Mail had to compete with horse-drawn traffic, pedestrians and commercial vehicles. Fog, rain, poor road surfaces and congestion could all delay deliveries. The Post Office therefore began investigating ways of moving mail beneath the streets. One early proposal came from Rowland Hill, the postal reformer responsible for many of the changes associated with the Penny Post. In 1855, Hill submitted a report proposing the use of underground tubes to transport mail using air pressure. The Pneumatic Despatch Company constructed an underground pneumatic railway between Euston Station and Eversholt Street. Small railway vehicles travelled through a tube using air pressure. The Post Office experimented with the system, and the line was eventually extended towards the General Post Office at St Martin&#8217;s-le-Grand via Holborn. Mail was carried through the system until 1874. These experiments were important because they demonstrated that London&#8217;s mail could be transported underground. They also established a technological tradition that would eventually lead to the much more sophisticated electric railway constructed several decades later. The nineteenth-century pneumatic system was ultimately unsuccessful, but its tunnels did not completely disappear from London&#8217;s story. Some were subsequently used for telecommunications infrastructure. In the 1920s, however, problems with gases accumulating in parts of the abandoned tunnels led to dangerous explosions. During excavation work near Euston in 1930, several of the original pneumatic railway cars were rediscovered. Some survive in the collections of The Postal Museum. The volume of correspondence was enormous, and the movement of mail between district offices and railway stations was increasingly vulnerable to congestion and delays. In 1909, the Post Office established a departmental committee to investigate underground pneumatic and electric railways. The committee considered different approaches before recommending an electric railway operated by driverless trains. In 1911, the recommendation was accepted. The Post Office (London) Railway Bill was subsequently passed as an Act in 1913, providing the legal foundation for the project. Construction began in 1913. The railway was designed specifically for the postal service rather than adapted from an existing passenger railway. This allowed the engineers to create a system that was extremely compact. It eventually extended approximately 6\u00bd miles between Paddington in the west and Whitechapel in the east, with around 22 miles of track when loops, sidings and station arrangements are taken into account. The tunnels were approximately 70 feet below the surface in places. The railway was built using tunnelling techniques associated with the development of London&#8217;s Underground. The Greathead Shield system was particularly important. A shield provided temporary support to the surrounding ground as workers excavated the tunnel, reducing the risks associated with underground construction. The scale of the project was considerable, but construction was soon interrupted by the First World War.  Resources and labour were redirected towards the war effort, and the Post Office was unable to complete the railway according to its original schedule. Although much of the tunnel infrastructure had been constructed, the electrical equipment still needed to be installed. Following the end of the war, tenders were issued in 1919, but post-war costs proved too high for the Post Office budget. By then, London had changed dramatically. Nevertheless, the underlying problem remained. The capital was still experiencing severe congestion, while the postal service was handling huge volumes of mail. There was also another important development during the war. Parts of the underground railway system were used to protect valuable cultural objects from bombing. The tunnels provided a secure underground environment for works of art and artefacts belonging to institutions including the Tate, the British Museum and the National Portrait Gallery. This wartime association gives the railway an additional significance. Part of the railway was handed over for staff training in May. In December, parliamentary approval was granted for the completed system. The first operational services were introduced in time to deal with the Christmas postal rush. On 5 December 1927, the system entered live service, making it the world&#8217;s first electric railway to operate with driverless trains. Parcel traffic initially operated between Mount Pleasant and Paddington, while the route towards Liverpool Street opened for Christmas parcels later that month. Full parcel services followed in stages during December 1927 and January 1928. Letter traffic began in February 1928. The opening represented a remarkable technological achievement. Unlike London&#8217;s Underground passenger trains, Mail Rail trains did not need drivers. Their automatic operation was made possible by sophisticated signalling and control systems. The absence of drivers was particularly useful because the railway had been designed solely for mail. The trains could be relatively small and lightweight, while stations and tunnels could also be constructed on a much smaller scale. The system initially connected eight stations, linking major postal offices with important railway terminals. The Post Office had acquired the site in 1887 after recognising the need for a large new facility for parcel operations. The location was strategically valuable because of its proximity to several major railway stations. The old Coldbath Fields prison was gradually replaced by postal buildings, creating one of the most important mail-handling complexes in Britain. The Mail Rail station beneath Mount Pleasant became the largest of the original stations. It also contained the railway&#8217;s principal workshop. Mount Pleasant effectively became the hub of the underground network. Mail arriving from across Britain could be sorted and redistributed, while correspondence travelling in the opposite direction could be sent through the railway to mainline stations and onward destinations. This relationship between the surface sorting office and the underground railway was crucial. Mail Rail did not exist in isolation. It was one component of a much larger logistical system involving post offices, sorting offices, railway stations, mail vans, Travelling Post Offices and postal workers. The scale of Mount Pleasant was extraordinary. The Postal Museum records that during an average week in its later history, around 20\u201325 million letters and one million parcels passed through the site. The tunnels were narrow, the trains were small and the railway was designed around the physical characteristics of postal traffic. Mail was placed into containers and loaded onto trains, which transported it between stations. One of the most recognisable pieces of Mail Rail equipment was the York. These were wheeled postal containers that could be loaded with letters, parcels and other mail. They could then be transferred between the sorting operation and the railway. Some were also used by engineering staff for transporting tools and equipment. The railway&#8217;s automation was one of its most important characteristics. Trains could operate without drivers, allowing the Post Office to move mail continuously through the network. At its height, the railway could carry around four million letters a day and operate for approximately 22 hours a day. The railway was also fast. Although trains slowed considerably when entering stations, the system allowed mail to move through London without being affected by surface traffic. That was the fundamental purpose of Mail Rail: to remove the unpredictable journey of mail from London&#8217;s streets. It was a workplace. Working underground presented challenges that were very different from those encountered by postal employees above ground. Staff worked in confined spaces, around moving trains, electrical equipment, machinery and tunnels where natural light was absent. The railway had its own workshops, maintenance facilities, control equipment and operating procedures. Engineers were essential to keeping the system functioning, particularly because the railway operated for long periods every day. The technical demands were considerable. The railway&#8217;s extensive track mileage meant that rolling stock and infrastructure experienced significant wear. The early trains eventually proved expensive to maintain, and the rolling stock was progressively replaced during the 1930s by three-car trains. The railway also developed its own culture. Staff regulations governed behaviour underground, illustrating how the railway was simultaneously an advanced engineering system and an ordinary workplace populated by generations of postal employees. The human dimension is now an important part of The Postal Museum&#8217;s interpretation. London&#8217;s postal network was an important part of national infrastructure during wartime. Communications had to continue despite bombing, disruption and enormous demands created by military mobilisation. The underground nature of Mail Rail gave it an inherent advantage. Although the railway itself was not immune from the effects of bombing, much of its infrastructure was protected from the dangers faced by surface transport. The wider postal system, however, suffered severely during the Blitz. The firebomb attack of 29\u201330 December 1940 was one of the most destructive raids on London, destroying or seriously damaging major buildings, including the Central Telegraph Office. Mail Rail also experienced wartime damage. The surviving interpretation of the railway at The Postal Museum includes a film describing bombing during the Second World War, demonstrating that the railway was not completely insulated from the conflict above it. The war nevertheless demonstrated the value of underground postal infrastructure. The volume of mail continued to increase, but the way it was processed changed. Mechanisation and automation increasingly replaced labour-intensive sorting processes. New machines could process enormous quantities of correspondence more quickly than manual sorting. This created a paradox for Mail Rail. The railway was designed to connect a network of district sorting offices. As postal technology improved, however, the Post Office increasingly concentrated sorting operations into larger, more technologically sophisticated centres. This meant that some of the smaller district offices served by Mail Rail became less important. The railway itself remained busy, particularly during the 1970s and 1980s. But the infrastructure around it was changing. Mount Pleasant was adapting to the new technological environment. In 1979, for example, it pioneered the use of Optical Character Recognition equipment for sorting mail. Machines could read printed addresses and translate postcodes into information that could then be used by automated sorting systems. Mail Rail also underwent modernisation. In 1981, 34 new trains were introduced as part of a \u00a31 million development programme, replacing the older rolling stock. The railway continued to demonstrate its ability to adapt to changing technology. The reality is more complicated. At its height, the railway was highly effective. It provided a reliable underground route for enormous volumes of mail, avoiding London&#8217;s increasingly congested roads. The problem was that the wider postal system was changing around it. The closure of district offices reduced the number of places to which Mail Rail could deliver. Mechanisation meant that larger sorting centres could process mail more efficiently, while changes in road transport altered the economics of moving postal items. The railway&#8217;s connection with the national railway system was particularly important. For much of its existence, Mail Rail linked London&#8217;s postal offices with major mainline railway stations. Mail arriving at or departing from stations such as Paddington and Liverpool Street could therefore be transferred into the underground network. Well, this display explains how and it was more simple than you&#8217;d think<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">One of the most significant events in the railway&#8217;s decline was the RailNet project. In 1995, Royal Mail began moving its mainline mail-train operations away from central London stations towards a new purpose-built facility at Willesden in west London, the Princess Royal Distribution Centre. The aim was to consolidate operations and improve the efficiency of national mail distribution. At the same time, the railway industry wanted to reduce the use of central London passenger stations by mail trains, freeing capacity for passenger services. This decision had profound consequences for Mail Rail. The underground railway had been designed partly to connect postal sorting offices with London&#8217;s mainline stations. If those stations were no longer handling significant volumes of mail, one of the principal reasons for maintaining the underground railway disappeared. At the same time, several of the sorting offices connected to Mail Rail had closed, merged or changed their functions. The railway was therefore caught between two eras. It had been designed for a decentralised postal network in which mail moved between numerous district offices. The emerging system relied on fewer, larger and more mechanised distribution centres. The technology of Mail Rail had not necessarily failed. In 2003, only a small number of stations remained operational. The Eastern District Office had become a local delivery office, while Liverpool Street and King Edward Building were no longer in use. The Western Central District Office had merged with Mount Pleasant. By May 2003, the remaining operational stations were Mount Pleasant, Rathbone Place and Paddington. Maintaining an underground railway for such a limited network was no longer economically or environmentally viable. Royal Mail announced in 2002 that the railway would close unless an alternative source of support could be found. The end came in May 2003.There is a slight variation in the historical record over the precise final operating date. The Postal Museum identifies 31 May 2003 as the final day on which Mail Rail carried post, while an archival guide records the working operation as ceasing on 30 May. The important point is that the railway was closed at the end of May 2003 after 76 years of operation. Rather than being immediately dismantled, the railway was mothballed. The railway ceased to be part of Britain&#8217;s working postal infrastructure, but much of the physical environment remained. Stations, tunnels, equipment and traces of the working railway survived. In 2005, the system was powered up for the final time so that parts of the railway could be filmed for The Postal Museum&#8217;s collections. It was subsequently disconnected from the 11,000-volt electricity supply and safely shut down. The closure effectively preserved a snapshot of twentieth-century postal engineering. Old signs, platforms, equipment and operational spaces remained underground. In some areas, the railway appeared almost as though its workers had simply left at the end of a shift. This became one of Mail Rail&#8217;s greatest heritage qualities. Unlike many abandoned transport systems, which are heavily altered or stripped of their equipment, Mail Rail retained a substantial amount of its original character. The future of the railway began to change with the development of The Postal Museum. The Postal Heritage Trust was established in 2004 to care for the heritage collections formerly associated with Royal Mail. The organisation eventually developed plans for a new museum in London, close to Mount Pleasant and the original Mail Rail infrastructure. If you knew you would never be coming back to a site like this, would you leave something behind or take everything with you?<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Rather than simply displaying photographs or a surviving train in a gallery, visitors could experience the railway in its original environment. The conservation project also involved recovering historic rolling stock and equipment. In 2011, curators from the British Postal Museum &amp; Archive retrieved examples of Mail Rail rolling stock as part of a conservation project. This work helped preserve not only the railway itself but also the physical objects that explain how it operated. The railway could now be interpreted as industrial heritage. The Postal Museum was developed on the site of the former Mail Rail infrastructure in Farringdon, close to Mount Pleasant. The museum opened to the public in July 2017, with the full experience and Mail Rail opening in September of that year. This represented a remarkable transformation. A railway that had been designed to keep the public away from its operations became a visitor attraction whose central appeal was precisely the opportunity to enter the hidden world beneath London. The museum&#8217;s Mail Rail experience allows visitors to descend into the former engineering depot and board a small train travelling through the original tunnels. The surviving platforms and underground spaces are incorporated into the visitor experience. The result is much more than a conventional museum railway. It combines surviving infrastructure with interpretation, projections, sound and storytelling to recreate the atmosphere of the working railway (please see the video at the bottom of this post). Visitors can see the narrow tunnels and understand why the trains were so small. A surviving steam locomotive is immediately recognisable. A tunnel containing a narrow electric railway is less obviously meaningful. The Postal Museum addresses this by connecting Mail Rail to the broader history of communication. The railway demonstrates that postal history is not simply about letters, stamps and post boxes. It is also about logistics, engineering, architecture, computing, transport and the people who made the system function. Mail Rail is an especially powerful example because it reveals the hidden infrastructure behind something as apparently simple as sending a letter. A letter placed into a post box could begin a remarkably complex journey. It might be collected by a postman, taken to a sorting office, processed by machines and people, loaded into a Mail Rail container, transported beneath central London, transferred to a mainline railway and eventually carried hundreds of miles across Britain. The underground railway was one link in this enormous chain.  The modern Mail Rail experience preserves this sense of discovery. The railway is located across the road from the main museum building. Visitors descend into the former engineering depot and board a miniature train travelling through the original tunnels. The tunnels are extremely confined compared with conventional railway infrastructure, with the narrowest sections only around seven feet wide. The ride includes projected films and narration by a Mail Rail engineer. This experience also helps visitors appreciate the human reality of the railway. Mail Rail was not built for passengers. The trains were designed around mailbags and postal containers, not human comfort. The confined dimensions of the system are therefore part of its historical authenticity. The visitor is effectively entering a working environment that was never intended to be a public attraction. Perhaps the most striking aspect of Mail Rail&#8217;s history is its position within a much longer story of technological innovation. The nineteenth-century Post Office experimented with pneumatic transport. Early engineers imagined mail travelling through underground tubes using air pressure. Those experiments eventually gave way to electric railway technology. By 1927, the Post Office had created a driverless electric railway beneath London. During the twentieth century, the system was repeatedly adapted. Rolling stock changed. Sorting technology changed. Postal offices changed. Computers and automated sorting machines transformed the way mail was processed. These used nets like the ones above to catch bags full of mail as trains passed<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">This makes Mail Rail an interesting example of the lifecycle of infrastructure. It was an innovative solution to one historical problem, became an essential part of London&#8217;s communications network, adapted to changing circumstances and ultimately became unnecessary when the wider system changed. Its closure was therefore not simply the story of an old railway being replaced by a newer one. It was the result of a transformation in the entire architecture of postal distribution. For most of its working life, Mail Rail was deliberately hidden from public view. Its success depended on this invisibility. The trains needed to move mail efficiently without competing with London&#8217;s surface traffic. The railway existed to support a service rather than to be seen. The opening of Mail Rail to the public in 2017 reversed this relationship. What had once been hidden became one of the most visible elements of The Postal Museum&#8217;s visitor experience. This transformation also ensures that the physical railway survives as an educational resource. Without public access and interpretation, Mail Rail might have become simply another abandoned piece of London&#8217;s underground infrastructure. Instead, its tunnels, platforms, trains and stories have been preserved. Mail was stored in these overhead leather bags that were collected for the onward journey<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">The very changes that modernised the postal service eventually undermined the railway. District sorting offices closed or were reorganised, mail-handling became increasingly mechanised, and national distribution was reorganised around larger centres outside central London. The RailNet changes of the 1990s, which moved mainline mail operations away from central London stations, were particularly damaging to Mail Rail&#8217;s original purpose. By 2003, the railway no longer had enough traffic to justify its continued operation. Its final mail-carrying trains ran at the end of May that year. Thankfully, Mail Rail did not disappear. Instead, it was mothballed, preserved and eventually given an entirely new purpose. Following the creation of The Postal Museum and the development of a new museum beside Mount Pleasant, the railway was opened to visitors in 2017. Today, Mail Rail provides something that few transport museums can offer: the opportunity to enter an authentic underground postal railway and experience the physical environment in which generations of workers transported London&#8217;s mail. Its importance lies not only in the trains or tunnels, but in what they represent. Mail Rail is a monument to the extraordinary infrastructure that once supported everyday communication. Every letter transported through its tunnels represented a connection between people, businesses, families and institutions. The railway was the hidden machinery behind those connections. The Postal Museum has therefore preserved more than an unusual railway. It has preserved a forgotten chapter in the history of London and of communication itself.
